To further clarify the directive issued on February 13, 2019, the Department of Developmental Services (DDS) is providing regional centers with this guidance regarding payments for initial person-centered planning in the Self-Determination Program (SDP).

When regional centers are purchasing initial SDP person-centered planning services, which can include assistance in developing the participant’s spending plan, utilizing service code 024, “Purchase Reimbursement,” regional centers may reimburse the provider directly. Payment may be made to a service provider vendored under service code 024 only after the regional center receives: 1) the invoice that shows person- centered planning service has been delivered as agreed to by the SDP participant; and, 2) a copy of the Person-Centered Plan and any other documents requested by the

participant. Payments for this service under service code 024 do not require vendorization as a person-centered planning services provider.
